The story of Atari Kobayashi, a 12-year-old boy in the care of the corrupt mayor of Kobayashi. When, by decree, all the pet dogs of Megasaki City are banished to a huge landfill, Atari travels alone in a miniature flying machine to the garbage island to find his faithful dog, nicknamed Spotts.
